REFUND & CANCELLATION POLICY

1. Introduction

At the China Africa Meaningful Tourism Partnership NPC (CAMTP), we are committed to conducting our activities with fairness, transparency, accountability and integrity.

We recognise that circumstances may arise where participants need to cancel memberships, subscriptions, bookings or other paid services.

This Refund & Cancellation Policy explains the conditions under which cancellations and refunds may be requested, considered and processed.

Our objective is to ensure that refund decisions are handled fairly while balancing the interests of participants, service providers and CAMTP as a non-profit organisation.

This Policy applies to payments made to CAMTP for:

  • CAMTP membership and network participation;
  • MTP Exchange subscriptions;
  • Onboarding services;
  • Training courses and development programmes;
  • Conferences, workshops and events;
  • Booking and transaction charges; and
  • Other paid CAMTP services.

This Policy is subject to applicable South African legislation and any specific written agreement governing the relevant service.

Nothing in this Policy limits or removes consumer rights that cannot lawfully be excluded.

2. General Refund Principles

CAMTP aims to manage all cancellation and refund requests fairly, transparently and consistently.

When considering a refund request, CAMTP may take into account:

  • Whether the service has commenced;
  • The extent of services already delivered;
  • Work completed and costs incurred;
  • Third-party fees and commitments;
  • The amount of cancellation notice provided;
  • Whether the service or booking can be reassigned or rescheduled; and
  • Applicable consumer-protection requirements.

Refunds are assessed according to the nature of the service and the circumstances of the cancellation.

Where a specific service agreement or booking condition provides different cancellation terms, those terms will apply, subject to applicable law.

3. CAMTP Membership and Participation Fees

CAMTP offers various annual membership and network participation categories.

The following conditions generally apply.

3.1 Cancellation Before Membership Activation

Where a participant requests cancellation before CAMTP has approved or activated the membership or participation, CAMTP may provide a full refund.

Unavoidable payment-processing charges may be deducted where legally permitted.

3.2 Cancellation After Membership Activation

Once membership or participation benefits have been activated, annual participation fees are generally non-refundable.

However, CAMTP may consider a full or partial refund where:

  • CAMTP is unable to provide a material service for which payment was made;
  • A payment was made in error;
  • A duplicate payment occurred;
  • Exceptional circumstances justify a refund; or
  • Applicable law requires a refund.
3.3 Membership Cancellation

Participants wishing to discontinue their CAMTP membership should notify CAMTP in writing.

Cancellation does not automatically entitle the participant to a refund for an activated membership period.

Where statutory cancellation rights apply, those rights take precedence over this Policy.

4. MTP Exchange Subscriptions

MTP Exchange provides digital tourism services designed to support connectivity, collaboration, market access and related business activities.

Paid subscriptions may be subject to monthly or other agreed billing arrangements.

4.1 Cancelling a Subscription

Paid MTP Exchange plans may generally be cancelled by providing notice before the next billing date.

Cancellation will normally:

  • Stop future recurring subscription charges; and
  • Allow continued access until the end of the subscription period already paid for.

Participants remain responsible for charges properly incurred before cancellation.

4.2 Refunds for Subscription Fees

Partial monthly subscription periods are generally non-refundable once the service has been activated.

However, a refund may be considered where:

  • CAMTP charged the participant incorrectly;
  • CAMTP was materially unable to provide the paid service; or
  • Applicable law requires a refund.
4.3 Additional Platform Conditions

Certain MTP Exchange services may be governed by separate subscription agreements, service schedules or platform terms.

Participants should review the conditions applicable to their selected plan.

5. Onboarding Fees

Some CAMTP or MTP Exchange services may involve onboarding, account configuration, product digitisation, technical preparation or other setup activities.

Where an onboarding fee applies, the following conditions generally govern cancellations.

Before Onboarding Begins

CAMTP may provide a full refund, less unavoidable payment-processing charges where legally permitted.

After Onboarding Has Commenced

CAMTP may deduct reasonable costs associated with work already completed.

Any refund will take into account the services delivered and costs incurred before cancellation.

After Onboarding Is Completed

Onboarding fees are generally non-refundable once the agreed onboarding services have been completed.

However, CAMTP may provide a refund where onboarding cannot be completed for reasons attributable to CAMTP.

6. Events, Training Courses and Programmes

CAMTP may organise or facilitate conferences, workshops, training courses, capacity-building programmes and other events.

Unless specific cancellation conditions are communicated for a particular event or programme, the following principles apply.

6.1 Participant Cancellations
  • Early cancellations: Requests submitted sufficiently in advance may qualify for a full or partial refund.
  • Late cancellations: A reasonable cancellation charge may apply.
  • Non-attendance: Participants who fail to attend without cancelling may not qualify for a refund.
  • Substitute participants: CAMTP may permit another eligible person to attend in place of the original participant.

Any cancellation charge will be reasonable and take into account the circumstances and costs already incurred.

6.2 Cancellation by CAMTP

If CAMTP cancels a paid event, training programme or service and does not provide an acceptable alternative, CAMTP will refund the amount paid for the cancelled service.

CAMTP is not ordinarily responsible for unrelated expenses incurred by participants, including travel, accommodation or visa costs, unless expressly agreed otherwise.

6.3 Event-Specific Conditions

Certain events and programmes may have their own cancellation deadlines, refund arrangements or participation requirements.

These conditions will be communicated through the relevant registration documentation or programme agreement.

7. Tourism Bookings Through MTP Exchange

Important information for travellers and tourism customers

CAMTP generally operates as a tourism partnership facilitator and platform organisation rather than as the principal supplier of tourism services.

Tourism products and services offered through MTP Exchange may be provided by independent third-party suppliers.

These may include:

  • Hotels and accommodation establishments;
  • Tour operators;
  • Destination management companies;
  • Transport providers;
  • Attractions and activity providers;
  • Restaurants;
  • Guides; and
  • Other tourism and hospitality businesses.
7.1 Supplier Cancellation Policies

Cancellation and refund conditions for third-party tourism products are normally determined by the relevant supplier’s booking terms.

Before confirming a booking, customers should carefully review the supplier’s:

  • Cancellation conditions;
  • Refund rules;
  • Deposit requirements;
  • Booking amendment procedures; and
  • No-show conditions.
7.2 Responsibility for Refunds

Where a booking is made with an independent supplier, that supplier will ordinarily be responsible for fulfilling the booking and applying its relevant cancellation and refund conditions.

CAMTP does not automatically become responsible for a supplier’s refund obligations merely because a booking was facilitated through MTP Exchange.

7.3 Refund Administration

Where MTP Exchange processes or facilitates a payment, CAMTP may assist with administering an approved refund.

Such assistance does not automatically transfer the supplier’s contractual obligations to CAMTP.

All applicable consumer rights remain unaffected.

8. Booking and Transaction Charges

MTP Exchange may apply booking or transaction charges in accordance with the applicable published pricing schedule or service agreement.

Where a booking is cancelled:

  • Transaction charges already earned or irreversibly incurred may not automatically be refundable;
  • Payment-gateway or banking charges may be deducted where legally permitted;
  • Charges relating to fully reversed transactions may be refunded where appropriate; and
  • The treatment of charges may depend on the reason for cancellation and the applicable supplier agreement.

CAMTP will not impose cancellation charges that are unlawful or unreasonable under applicable law.

9. Duplicate, Incorrect or Unauthorised Payments

CAMTP is committed to maintaining accurate and transparent payment administration.

Participants should notify CAMTP promptly if they identify:

  • Duplicate payments;
  • Incorrect amounts charged;
  • Unauthorised transactions;
  • Billing discrepancies; or
  • Other payment-processing errors.

CAMTP will investigate reported payment errors.

Verified duplicate payments or overpayments will be refunded or credited as appropriate.

Participants may be requested to provide supporting transaction information to assist with verification.

10. Exceptional Circumstances

CAMTP recognises that unforeseen events may prevent participants from using services they have paid for.

CAMTP may consider refund requests outside its normal cancellation conditions where serious exceptional circumstances arise.

These may include:

  • Death;
  • Hospitalisation;
  • Serious personal emergencies;
  • Cancellation of services by CAMTP;
  • Material service failure; or
  • Other circumstances where fairness or applicable law requires special consideration.

CAMTP may reasonably request supporting documentation.

Requests will be considered on their individual merits, taking into account the nature of the service, costs incurred and applicable legal requirements.

11. How to Request a Cancellation or Refund

Participants wishing to request a cancellation or refund should submit their request in writing.

  4. The amount paid;
  5. The reason for requesting cancellation or a refund; and
  6. Any relevant supporting documentation.

CAMTP will review the request and communicate the outcome.

Refund Payment Method

Where a refund is approved, CAMTP will normally return the funds using the original payment method, where reasonably possible.

Alternative arrangements may be considered where necessary and appropriate.

12. Processing Fees and Currency Exchange

CAMTP may receive payments through banks, payment gateways and international payment-processing services.

Where payments involve different currencies or third-party providers:

  • Certain processing fees may be non-recoverable;
  • Exchange-rate differences may arise between the original payment and the refund;
  • Banks and payment providers may impose independent charges; and
  • CAMTP is not responsible for exchange-rate movements or charges imposed independently by third-party financial institutions.

Any deduction made by CAMTP will be reasonable and permitted by applicable law.

13. Consumer Protection and Legal Rights

CAMTP respects applicable consumer-protection legislation.

Where relevant, this includes the Consumer Protection Act 68 of 2008 and other applicable South African legislation.

Depending on the circumstances, participants may have statutory rights relating to:

  • Cooling-off periods;
  • Cancellation of fixed-term agreements;
  • Advance reservations and bookings;
  • Refunds;
  • Unreasonable cancellation penalties; and
  • Other consumer-protection requirements.

These statutory rights take precedence over any conflicting provision in this Policy.

Nothing in this Policy excludes, restricts or overrides a consumer right that cannot lawfully be excluded.

14. Changes to This Policy

CAMTP may amend this Refund & Cancellation Policy to reflect changes in its services, pricing, technology, operating arrangements or legal requirements.

Material changes will be communicated through appropriate channels where necessary.

The version applicable at the time of a transaction will normally govern that transaction unless applicable law requires otherwise.

The current version and effective date will be displayed on this webpage.
